Child is very late bloomer also doesnt speak at 4years, which is good school for him in Crystal river Florida?

We currently live in Daytona Beach and is under Child Find programme. Planning to move to Crystal River. Can someone advice us or know a good school for needy children? He is not autistic. Many Thanks
